The First Judicial District Commission on Judicial
Performance by a vote of nine in favor with one ineligible recommends
that Judge James C. Demlow BE RETAINED.
Judge Demlow was appointed to the County Court bench in Jefferson
County on April 28, 1982. He served as a District Court magistrate
and a Morrison Municipal court judge from 1978 to 1982. Judge Demlow's
legal experience also includes private practice and serving Jefferson
County as an Assistant County Attorney. He received his undergraduate
degree from Colorado State University and his law degree from the
University of Denver in 1973.
The Commission reviewed written evaluations of Judge Demlow from
attorneys and non-attorneys. The Commission also considered a written
self-evaluation completed by Judge Demlow, and personally interviewed
him as part of the evaluation process.
Judge Demlow has been active in his community. In 2003 he was Chairman
of the Optimist Club Christmas Crusade for Kids with the Jefferson
County Sheriff's Office and KYGO radio station. He has also been
active in the legal community. He has served on the Bench-Bar Committee,
the Criminal Bond Committee, and the Executive Jefferson County
Criminal Justice Committee. Judge Demlow has also served as president
of the Colorado County Judges Association, and the Colorado Trial
Judges Council.
Judge Demlow prefers a general county court docket without specialization.
His docket includes issuing restraining orders and handling criminal,
civil, and traffic cases. His goals are to evaluate each case on
its own merits and to give every person the opportunity to be heard
without losing control of the courtroom.
Judge Demlow received high ratings from both attorneys and non-attorneys
in the areas of judicial demeanor and communication. Of the attorneys
who responded to the survey, 100% recommended that Judge Demlow
be retained in office. Of the non-attorneys, 78% recommended that
he be retained, 10% recommended that he not be retained and 12%
were undecided.
