The First Judicial District Commission on Judicial
Performance recommends by a vote of nine for, and one opposed that
Judge Stephen M. Munsinger BE RETAINED.
The Commission reviewed written evaluations of Judge Munsinger
from attorneys and non-attorneys including written verbatim comments
attached to the evaluation questionnaires. The Commission also considered
a written self-evaluation completed by Judge Munsinger and conducted
a personal interview with Judge Munsinger.
Judge Munsinger was appointed to the bench on July lst, 2001 after
serving in private law practice for about 20 years. Prior to that
he served three years each in the U.S. Attorney's Office and in
the Denver District Attorney's office.
Judge Munsinger served in Vietnam (1967-68) as an Army Aviator
flying helicopters. He is currently a member of the Board of Trustees
of the Scottish Rite Foundation of Colorado working with and through
Children's Hospital in treating childhood language disorders at
clinics throughout Colorado.
When compared with other District Court Judges, Judge Munsinger
received average and above average ratings in the categories of
Demeanor, Fairness, Communications, Diligence, and Application and
Knowledge of Law.
Of the attorneys who responded to the survey, 89% recommended Judge
Munsinger for retention, 7% favored non-retention and 4% were undecided.
Of the non-attorneys who responded to the survey, 82% recommended
Judge Munsinger for retention, 13% favored non-retention and 5%
were undecided.
