Based on compiled information, a self-evaluation
and a personal interview, the Nineteenth Judicial District Commission
on Judicial Performance unanimously recommends that Judge Roger
A. Klein BE RETAINED.
Judge Klein took office as a District Court Judge on August 21,
1995. He was first assigned a criminal caseload. His preferences
in judicial assignments currently include civil and water cases.
Prior to this appointment, he was a practicing attorney specializing
in domestic relations and estate planning.
Judge Klein currently hears civil, domestic, water, and juvenile
cases.
A majority of those surveyed in the questionnaires distributed
to law enforcement personnel, jurors, court/probation employees
and attorneys who have been involved in court proceedings before
Judge Klein recommended he be retained. Of the attorneys who responded
to the survey, 83% strongly recommended he be retained, 17% somewhat
recommended he be retained, and 0% recommended against his being
retained. Of the non-attorneys who responded, 75% strongly recommended
retention, 16% somewhat recommended retention, and 10% recommended
against retention.
Based on a review of written evaluations by the groups surveyed
and in Judge Klein's personal evaluation, oral communication was
identified as an improvement area. As for his strengths, Judge Klein
received praise for being fair, knowledgeable, thoughtful and well-versed
in the law.
