| The Fourth Judicial District Commission on Judicial
Performance recommends that Judge Richard V. Hall
BE RETAINED.
Judge Hall was appointed to the Fourth Judicial County Court bench
in October, 1975 and a District Court Judge in June, 1978. Prior
to his appointment, Judge Hall had served for two years as a Municipal
Court Judge. Judge Hall received his undergraduate degree from Stanford
University, Magna Cum Laude and Phi Beta Kappa. He earned his law
degree from the University of California at Berkeley.
The Commission reviewed written evaluations of Judge Hall from
attorneys and non-attorneys. The Commission also considered a written
self-evaluation completed by Judge Hall and conducted a personal
interview with Judge Hall.
Judge Hall in the past has served as President on the Pikes Peak
Mental Health Center's Board of Directors. He is active in Community
Theater, has officiated high school and college football for 34
years, and was just elected to the Colorado Football Officials Hall
of Fame. Judge Hall has also officiated high school, college and
adult community soccer for 25 years.
Judge Hall received high ratings from both attorneys and non-attorneys
in every category, especially in the areas of maintaining appropriate
control over proceedings; giving proceedings a sense of dignity;
making sure all participants understand the proceedings; speaking
clearly and making decisions without fear of being appealed. Of
the attorneys 74% recommended Judge Hall be retained in office,
and 4% recommended that he not be retained. Of non-attorneys responding
the questionnaire, 68% recommended retention, and 7% recommended
non-retention. The Commission's vote for retention was unanimous
with nine members voting and one not present for the vote.
