| The Fourth Judicial District Commission on Judicial
Performance, by a nine to zero vote, recommends that Judge G. David
Miller BE RETAINED.
Judge Miller was appointed to the Fourth Judicial District Court
bench on September 1, 2002 by Governor Bill Owens. Judge Miller
received his undergraduate B.A. degree from University of Notre
Dame in 1979. His law degree was received from Creighton University
in 1982. Judge Miller served as a Judge Advocate General for approximately
six years. Judge Miller was in private practice for fourteen years
in Colorado Springs, Colorado prior to becoming a District Court
Judge. The emphasis of his private practice was civil litigation
and health care law.
The Commission reviewed written evaluations of Judge Miller from
attorneys and non-attorneys, including written comments attached
to the evaluation questionnaires. The Commission also personally
interviewed Judge Miller and considered his self-evaluation.
Judge Miller received high ratings and comments from attorneys
excepting the areas of "docket control" and knowledge
of the law. From non-attorneys, Judge Miller received exceptionally
high ratings in fairness, demeanor, and communications. From the
non-attorney surveys, Judge Miller received an 83% retention recommendation
and 4% recommending that he not be retained. From the attorney surveys,
Judge Miller received a 77% recommendation for retention and a 5%
recommending no retention.
Judge Miller retired from the Air Force Reserves after 22 years
of service. He is the El Paso County Bar Association member responsible
for the deployed military personnel pro bono legal assistance program.
Judge Miller is also a member of the El Paso County Bar Association's
Access to Justice Committee, providing pro bono assistance to disadvantaged
citizens. He is a past Chairman of the Board of the Pikes Peak Chapter
of the American Red Cross and Christmas Unlimited. |
