The Seventh Judicial District Commission on Judicial
Performance recommends that Judge Sandra K. Miller
BE RETAINED. Of the 9-member Commission, 8 were eligible
to vote; all eight 8 voted in favor to recommend retention.
Judge Miller is a 1987 graduate of the University of Texas law
school. She spent approximately 8 years in private practice and
3 as a deputy district attorney before being appointed to the Delta
County Court bench in April 2001. Judge Miller's position is defined
by the state as a part-time appointment (70% FTE). Judge Miller,
aside from her work on the bench, participates in the Bench-Bar
Committee, the Tandem Families board of directors and drug court
(a volunteer position). She enjoys aerobics, tennis and other forms
of physical exercise.
Judge Miller's case load consists of 33% civil, 10% restraining
orders, and 57% criminal (traffic, felony and juvenile). Ninety-six
percent of attorneys responding to the evaluation recommended that
Judge Miller be retained in office, 4% recommended that she not
be retained. Of the non-attorneys, 90% recommended retention, 9%recommended
non-retention, and 1% expressed no opinion. Commission members observed
Judge Miller to be impartial, patient and in control of her courtroom.
Judge Miller manages her docket in an efficient manner, making her
rulings based on merits of the case at hand and applies the law
fairly. Judge Miller aspires to contribute to her community, and
seeks to improve the level of professionalism of the attorneys who
appear in her court. She displays a refreshingly honest sense of
humility, while being self confident and frank.
Based on information obtained through public hearings, interviews
with attorneys and non-attorneys and a personal interview, the Commission
was very favorably impressed with Judge Miller.
