The Eighth Judicial District Commission on Judicial
Performance unanimously recommends that Judge Jolene Carman Blair
BE RETAINED. The vote of the Commission
was 10-0.
Judge Blair's term as a District Court Judge for the Eighth Judicial
District began August 1, 2001. Preceding her appointment, Judge
Blair was a Chief Deputy District Attorney in the Eighth Judicial
District. She holds undergraduate and law degrees from the University
of North Dakota. During the period of review for this term, Judge
Blair's docket primarily consisted of domestic relations and criminal
cases.
The Commission reviewed the 2004 Judicial Performance Survey data
from attorneys and non-attorneys prepared by the Colorado State
Commission on Judicial Performance. The survey evaluated case management,
application and knowledge of the law, communications, demeanor,
and diligence. The Commission reviewed a written self-evaluation
and interviewed Judge Blair. The Commission also interviewed attorneys
and non-attorneys having professional contact with the judge, conducted
a public hearing, and made courtroom observations.
Judge Blair received her highest overall marks in the categories
of communications and case management. She also received strong
marks for overall application and knowledge of the law.
The Eighth Judicial District Commission on Judicial Performance
believes Judge Blair to be an asset to the Eighth Judicial District
and recommends her retention.
